The Special Economic Zones Policy in the country had been formally introduced by the Govt. of India in April 2000. The theoretical genesis for the formation of these zones is the export-led growth strategy considering the need to enhance foreign investment and also to promote exports from the country. Further, the SEZs are expected to offer high quality infrastructure facilities and support services, besides allowing for the duty free import of capital goods and raw materials to make the domestic enterprises and manufacturers to be competitive globally. In addition to the above features, attractive fiscal incentives and simple customs, banking and other procedures are offered in such zones. Setting up of SEZ is to be treated as an infrastructural development activity. SEZs are one of many means to attract foreign investment, generate employment, and earn foreign exchange and sometimes to improve the terms of trade for domestic firms.

The Special Economic Zones Act, 2005 was brought in by BJP government at the Centre and received the assent of the President on the 23rd June, 2005. The intention of the Act is to provide for the establishment, development and management of the Special Economic Zone for the promotion of exports and for matters connected there with or incidental there to. Further, the SEZ Act meant for corporate sector, both local and multinational capitalist interest. It is also expected fulfilling the needs of ruling classes and their representatives every where in the society. SEZs laws, rules and legislation can be altered, depending on which problems are more imminent in the particular setting of it.

At present, the said policy has opened up conflicting opinion across the nation. Discussions are being held among professional politicians, economists, trade union leaders, farmers and even among common people about the efficacy of this policy. Most of the debates are centered round land acquisition and other related problems, resources that would accrue to the exchequer as well as drain of the budget due to the various concessions, growth prospects of the SEZs in lieu of investment proposals by foreign and domestic entrepreneur and also about the implementation of labour laws in these zones.

As a matter of fact, it can be said that the SEZ policy has become one of the most hotly debated issue in recent years. In light of this backdrop, there is a need to have a serious discussion pertaining to the several ramifications beset with the concept of SEZs. The present seminar will be organized by the Dept. of Economics, Kakatiya University, Warangal to address the several aspects of the SEZs.

This seminar is planned to be held in the last week of October, 2009. The following are some of the sub themes identified for paper writers.

1. Historical Justification and Experiences of the SEZ Act.
2. Origin, Growth and Development of SEZs
3. SEZs Vs Economic Development
4. SEZs Vs Employment
5. SEZs and Displacement and the Sustainable Development/Inclusive Development

The above sub themes are only suggestive but not exhaustive. The paper writers can also submit papers on any other sub themes of their choice relating to the main theme of the seminar. The paper should be accompanied by a small abstract and it must be sent with a CD in MS-Word. The Organizers of the seminar would like to bring out the proceedings in the form of the book at a later stage. The papers should reach the seminar Director on or before 30th September, 2009. The first author of the seminar paper will only be paid TA as per the UGC norms.

This evening (11th June 2009) around 9 0′clock, Polepally sarpanch, Balaswamy Goud was attacked near Aurabindo factory when he was going to village in his car. Group of people came in two vechicles and hit him brutally, his condition is serious, right now he’s in hospital, his car was smashed (a maruti which he recently bought). Balaswamy is around 30, unmarried , he lost both his parents when he was young, he is also a victim of Polepally SEZ too. He was committed young sarpanch and always with people in the struggle (you all know that there was mysterious death of Mr. Upender Reddy few years back, who is also very supportive and who brought this issue out).

Today morning, Balaswamy Goud went with few farmers to Hetero drugs Company to ask labour work for displaced farmers. He argued with management and joined few people too, by evening, SEZ lords have shown their colors. How can any one question SEZ lords? We were also told that the GREAT Chief Minister is going to inaugurate Aurabindo and Hetero drugs companies on 17th of July, this could be one of the reason to clear the ground before our KING ‘RAJASEKHAR REDDY’ arrives.

Every one knows that, Congress is waiting to take revenge on Polepally as they lost both Assembly and Parliament seats, even after spending crores of rupees. They also had to face lot of crisis due to Polepally farmers struggles. From the beginning Polepally has become a tough nut to crack for congress, it has shown its strength twice in electoral politics (by-elections and main elections-2009) unlike other SEZs in Kakinada, where they won with majority this time. Recently they have arrested three dalit women farmers in a false case, later they have registered a case against 6 farmers of polepally. Even Sub inspector of police does not know the details of, what and why that case was filed.

Displaced tired farmers are in need of people’s support, they are not only raising voice to save their own land, life but also giving call to save entire region and farmers lives. They are redefining the ‘development’, questioning policy makers every time about their lives and livelihoods.

If not now, never ! We have to forget movements and become silent spectators.

Like always our media reporters are helping by reporting the incidents. It’s being covered in all (telugu) TV channels as ‘murder attempt on polepally sarpanch‘ thanks to those who are not only reporting news upto date but also become real activists in this struggle, especially in this commercial media world.

కేసులో తమకు న్యాయ స్థానం ఆదేశించిన మేరకు నిందితులను అరెస్టు చేశామని ఇందులో తమ ప్రమేయమేమి లేదని ఎస్‌ఐ రవీందర్‌ వివరణ ఇచ్చారు. తన హయాంలో ఈ కేసు నమోదు కాలేదని, పూర్తి వివరాలు తెలియదని, కేవలం న్యాయస్థానం ఆదేశం పాటించామని వివరణ ఇచ్చారు.

మేము ఎవరిని కొట్టింది లేదని తమపై ఎవరు కేసు పెట్టారో తెలియదని, భూములు పోగొట్టుకొని బాధపడుతుంటే అరెస్టు చేయడం అన్యాయమని నిందితులుగా ఉన్న సెజ్‌ బాధిత మహిళలు బెయిల్‌పై విడుదల అయిన తర్వాత విలేకరులకు వివరించారు.

నాన్‌ బెయిలబుల్‌ వారెంట్‌కు సంబంధించి జైలుకు వెళ్లాల్సిన ముగ్గురు మహిళలకు జడ్చర్ల కోర్టు న్యాయమూర్తి శ్రీదేవి కనికరించడంతో మహిళలకు ఊరట లభించింది. బెయిల్‌ మంజూరు చేస్తూ తీర్పు ఇవ్వడంతో అందరు ఊపిరి పీల్చుకున్నారు. తమ పొరపాట్లను గుర్తించిన పోలీసులు న్యాయవాదులతో మాట్లాడి బెయిల్‌కు సహకరించండని కోరడం విశేషం.

పోలేపల్లి సెజ్‌ వ్యతిరేక ఐక్య సంఘటన

HYDERABAD: Fifteen contestants for Mahabubnagar Lok Sabha seat, all victims of Polepally Special Economic Zone and two supporters of their cause, made their voice heard loud and clear yet again by bagging as many as 77,568.

Like in the previous Assembly byelections, these votes could have marred the chances of the Congress candidate, D. Vithal Rao as his Telangana Rashtra Samithi rival, K. Chandrasekhar Rao won by a majority of mere 20,000 votes. Conversely, the TRS candidate too would have improved his victory margin by 50,000 votes more.

No wonder, ever since the 15 independent candidates filed their nominations, both Mr. Vithal Rao and Mr. Chandrasekhar Rao became jittery. They kept sending feelers to them to either withdraw from contest or not to campaign vigorously in the Lok Sabha constituency having seven Assembly segments.

Not yielding to pressure, they doggedly campaigned on barefoot in all the seven segments. They did not have the fancy SUVs, star campaigners, money and manpower to take on the “giants” but they indeed took them on. They gave them some tense moments and mustered enough support to prove their point that they cannot be left in the lurch after denying them their only source of livelihood, land.

The break-up of votes secured by the Polepally’s poll team was, Y. Lingaiah (2977), M. A. Jabbar (2084), K. Kurmaiah (2949), M. Pandu (2718), V. Venkatesh (4064), Seeniah Goud (6064), K. Narsimhulu(2663), D. Sayanna (1937), Chinna Venkaiah (2426), Ravinder Goud (13996), G, Narasimhulu (3740) and four women – Sattemma (2966), B. Lakshmamma (9811), Mala Jangilamma (1854) and Rangamma (2000). Though not victims, two other supporters Maisaiah and Jangaiah got 4064 and Jangaiah 11,268.

“It is not the question of whether they helped Mr. Chandrasekhar Rao win or Mr. Vithal Rao to lose but the issue of atrocious SEZ policy they have brought into focus. They demonstrated what the poor, the displaced and the exploited villagers can still do by carrying out an uncompromising struggle for justice,” said Sujatha Surepally of Polepally anti- SEZ struggle committee.

It is a repeat of what they did in Assembly by-elections to Jadcherla in May 2008. At that time, 13 of them contested and secured 13,000 votes, enough to defeat the TRS legislator.

(మహబూబ్‌నగర్‌ -ఆన్‌లైన్‌ ప్రతినిధి) మహబూబ్‌నగర్‌ పార్లమెంటుకు పోటీచేసిన పోలేపల్లి సెజ్‌ బాధితులు ప్రధాన పార్టీ అభ్యర్థుల గెలుపును ప్రభావితం చేశారు. 15 మంది బాధితులు పోటీచేసి 65 వేల ఓట్లు సంపాదించారు. ఇక్కడ గెలుపొందిన కేసీఆర్‌కు 20,184 ఓట్ల ఆధిక్యత లభించింది. సెజ్‌ బాధితులు పోటీలో లేకుంటే.. ఈ ఓట్లు కాంగ్రెస్‌కు వెళ్లివుంటే కేసీఆర్‌ ఓటమి బాట పట్టేవారే. ఈవిధంగా సెజ్‌ బాధితులు ఎన్నికల్లో పోటీచేసి తమ సమస్యను లోకానికి చాటిచెప్పారు. జడ్చర్ల ఉప ఎన్నికల్లోనూ సెజ్‌ బాధితులు పోటీచేసి టీఆర్‌ఎస్‌కు ఇబ్బంది కలిగించారు.

అప్పట్లో ఏడుగురు బాధితులు పోటీచేశారు. మెరుగైన పునరావాసం కల్పిస్తామని, భూమికి భూమి ఇస్తామని మోసం చేసినందుకు నిరసనగానే ఎన్నికల్లో పోటీ చేయాలని బాధితులు నిర్ణయం తీసుకున్నారు. కాంగ్రెస్‌ అభ్యర్థి విఠల్‌రావుతోపాటు పలువురు వారిని పోటీ నుంచి విరమింపజేసేందుకు తీవ్ర ఒత్తిడి తీసుకొచ్చారు. కానీ బాధితులు లొంగలేదు. ఈసారి జరిగిన ఆర్భాటపు ప్రచారంలో సెజ్‌ బాధితుల గొంతు పెద్దగా వినిపించలేదు. ప్రధాన పార్టీల అభ్యర్థులు డబ్బు వెదజల్లడంతో సెజ్‌ బాధితుల ప్రచారం పెద్దఎత్తున సాగలేదు. రైల్వేస్టేషన్లు, బస్టాండ్లు, సంతలలో వారు ఎన్నికల ప్రచారం నిర్వహించారు. అయినా బాధితులు తమ లక్ష్యాన్ని సాధించగలిగారు.అభ్యర్థుల జాతకాల్ని తిరగరాశారు. లోక్‌సత్తా అభ్యర్థుల కన్నా సెజ్‌ బాధితులకే ఎక్కువ ఓట్లు వచ్చాయి. ప్రతి రౌండ్‌లోనూ వీరికి 150-200 ఓట్లు వచ్చాయి. కొన్నిచోట్ల స్వతంత్ర అభ్యర్థుల కన్నా ఎక్కువ ఓట్లు వచ్చా యి.

బాధితుల్లో మునుస్వామికి 2603 ఓట్లు, హుసేని శాంతమ్మకు 2,9 66, హుసేని రంగమ్మకు 2000, ఎట్టి వెంకటయ్యకు 24 26 ఓట్లు, ఎట్టి లింగయ్యకు 2977, కందూరు కూర్మయ్య 2949 ఓట్లు, కర్రె జంగయ్య 11,268 ఓట్లు, గజ్జి నర్సింలు 3740 ఓట్లు, దేపల్లి మైసయ్య 1974 ఓట్లు, దేపల్లి సాయన్నకు 1937, మాల జంగిలమ్మకు 1854, బుడగ జంగం లక్ష్మమ్మకు 9811, సీనయ్యగౌడ్‌కు 6351, ఎంఎ జబ్బార్‌కు 2084, మహ్మద్‌ గౌస్‌ మైనొద్దిన్‌కు 9298 ఓట్లు వచ్చాయి. లోక్‌సత్తా అభ్యర్థి గుండాల విజయలక్ష్మికి 2282 ఓట్లు వచ్చాయి.

కాంగ్రెస్‌ పార్టీ రాష్ట్రంలో మరోసారి అధికారంలోకి రావడంతో వారికి ఏం చేయాలో పాలు పోవడం లేదు. తాము పోరాడుతున్న సమయంలో కాంగ్రెసేతర పార్టీలన్నీ మద్దతునిచ్చినా కాంగ్రెస్‌ పార్టీ మాత్రం ఒక్కసారైనా వారి గూర్చి ఆలోచించలేదు. దీంతో ఇక భవిష్యత్‌ ఏమిటనేది వారికి అంతు చిక్కకుండా ఉంది.

జాతీయస్థాయిలో ప్రచారం చేసుకున్నప్పటికీ సెజ్‌ సమస్య పరిష్కరించాలంటే ప్రభుత్వం సహకరించాల్సిందే. ప్రస్తుతం కాంగ్రెస్‌ ప్రభుత్వం సెజ్‌ బాధితుల గూర్చి ఆలోచిస్తుందా లేదా అన్నది సంశయంగా మారింది. ఈ సందర్భంగా సెజ్‌ వ్యతిరేక పోరాట సమితి నాయకులు మధుకాగుల మాట్లాడుతూ తమ భవిష్యత్‌ కార్యాచరణ త్వరలోనే రూపొందిస్తామని చెబుతున్నారు. ఇదిలా ఉండగా ఆదివారం ఢిల్లీకి చెందిన విశ్వనాథన్‌ అనే వ్యక్తి బాధితులను పరామర్శించి ఎన్నికల్లో ఓట్లు సాధించినందుకు అభినందనలు తెలిపి వెళ్లారు.

Polepally would stand as a model for the strength of peoples struggle in electoral matters as well. While the established political parties of different shades in the state talk of the strength of money bags, the poor and displaced and harassed have proved they can do wonders. The strength is their struggle and commitment for people’s cause.

Did the Polepally made KCR win or Mr. Vithal Rao (Convenor, Cong MPs) lose is not the issue. Polepally poor contested from their village in these lok sabha polls demanding their lands back and justice to the exploited villagers. Other contestants stood in these polls for power and with other agendas that the poor of this region or the state had nothing to gain from

Comments that KCR won with margin because of Polepally movement, or Vittal Rao lost because Congress lost its credibility in the district because of brazen anti-people acts like the Polepally that took 49 lives in a village, is for the analysts to study. It s just a struggle for justice for the Polepally poor

It is sheer commitment, struggle, and uncompromising people’s agenda thats is all the Polepally poor think of their source of victory

Some say that Mr. Vithal Rao spent around 20 Crores in these polls and yet lost. Almost all Rao’s and Telangana forums supported KCR got about 20,000 margin.

Polepally proved again that struggles need no moneybags and that all talk of role of resources and therefore to sell away ideals and join hands with enemies is only opportunism.

Mahabubnagar polls have been one of the most seriously fought battles in the state. Mahububnagar had seen money being spent liberally by the party candidates, star campaigners – film heroes and heroines, every caste forum, intellectual and academics of every political group, and media manipulations.

Polepally braved against all these forces. And they got a lakh votes!!! Who supported Polepally? The poor, Telangana activists and true souls from near and far.

It is victory of the poor people of Polepally and the region. They redefine politics and path of Telangana movement. Telangana activists, like Gaddar and others, mention that current politics have lost touch with people and their movements and artists have neglected local struggles and believed in mainstream politics only.
There are several struggles of the people on their own and without any support of the political groups. Open cast mining, Polavaram, florosis movements in Telangana are fighting for bhoomi, bhukti and vimukti.

Its not a small number, Big figures like Chiranjeevi, KCR and CBN didnt get this much. Unbelievable, without vehicles, money, posters or public meetings. Polepally contestants did barefoot campaign, traveled by auto (three wheelers) and making rounds to district colectorate office. All that they spent is around 2.8 lakhs. Much of it is borrowed and is to be cleared.

Polepally poor got around 90,000 votes while so many contestants from the political parties have not got anywhere near the Polepally poor

Your support is the strength for these movements We need your support to carry forward the movement.
We are hopeful and its time for introspection and renewing the movement in our villages and in our region.

మహబూబ్‌నగర్‌,న్యూస్‌టుడే: పోలేపల్లి రైతులకు పొలం..ఇళ్లు తప్ప మరేదీ తెలియదు..ఉదయం లేవగానే పశువులను చెలకలకు తీసుకెళ్లి..పొద్దుపోయిన తర్వాత ఇంటికొచ్చి జొన్న గటకలో పచ్చి మిరపకాయ నంజుకొని హాయిగా కాలం వెళ్లదీసేవారు..కాని సెజ్‌ వాళ్ల జీవితాలపై పిడుగు వేసింది.. ఉన్న 800 ఎకరాలు పోయాయి..రైతుల జీవితాలు బీళ్లుగా మారాయి. చచ్చినా పూడ్చేందుకు స్థలం లేకుండా పోయింది.. ఒకప్పుడు పచ్చని పొలాల్లో బిక్కుబిక్కుమంటూ గట్ల వెంటున్న చింతచెట్లే ఇపుడు ఉద్యమానికి నీడనిస్తున్నాయి…ప్రత్యేక ఆర్థిక మండళ్ల పేరుతో ఇష్టారాజ్యంగా పేదల భూములను లాక్కొని ముఖ్యమంత్రి అనుయాయులకు కట్టబెట్టిన తీరును జడ్చర్ల ఉప ఎన్నికలో పోటీ చేసి ప్రజాస్వామ్యయుతంగా ఎండకట్టి ప్రత్యేకతను సాధించుకున్నారు. ఏడేళ్లుగా పోరాటం చేస్తున్న ‘పోలేపల్లి’ సెజ్‌ బాధితులు ఈ ఎన్నికల్లో మరో కొత్త కోణాన్ని ప్రపంచానికి ఆవిష్కరించారు. కొత్త పోకడతో పోలేపల్లిని చర్చనీయాంశం చేశారు.

• లక్ష్యం: ప్రత్యేక ఆర్థిక మండళ్ల పేరుతో ప్రభుత్వం కొంతమంది వ్యక్తులకు పేదల భూములు బలవంతంగా తీసుకొని కట్టబెట్టడాన్ని వ్యతిరేకించేలా ప్రజలను చైతన్యం చేయడం..ప్రభుత్వ నిర్ణయం తప్పని గుర్తించి పేదల భూములను తిరిగి ఇవ్వాలని డిమాండ్‌ చేస్తున్నారు.
• గాంధీ పోరాటం: పోలేపల్లి ఫార్మాసెజ్‌తో అన్నీ కోల్పోయిన బాధితులు గాంధీ సిద్ధాంతాలను నమ్ముకున్నారు. శాంతియుతంగా పోరాటం మొదలెట్టి ఏడేళ్లయింది. కాంగ్రెసేతర రాజకీయ పక్షాలు మద్దతు ఇచ్చాయి. ఈ ఉద్యమాన్ని ప్రపంచాన్ని తెలియజేసి అండగా నిలిచే వారికి ‘పోలేపల్లి సెజ్‌.కామ్‌’ను ఆవిష్కరించారు. ఇపుడు సెజ్‌ ఉద్యమం రాజకీయ పార్టీలకు వణుకు పుట్టిస్తున్నాయి. ఓటుతో సెజ్‌ వ్యతిరేక ఉద్యమాన్ని కొత్త పుంతలు తొక్కిస్తున్నారు.
• జడ్చర్ల ఉప ఎన్నికలే స్ఫూర్తి: పోలేపల్లి ఫార్మా సెజ్‌ ఏర్పాటు సమయంలో ఇళ్లు, ఉద్యోగం, ప్రత్యామ్నాయంగా భూములు ఇస్తామని చెప్పిన కాంగ్రెస్‌ నేతలు కేశవరావు, మల్లురవి మాట మరచిపోయారు. అంతలోనే వచ్చిన జడ్చర్ల ఉప ఎన్నికల్లో నిలిచిన మల్లురవిని ఓడించడానికి 13 మంది సెజ్‌ బాధితులు పోటీ చేశారు. ప్రచారం చేసుకోకుండా ఎన్ని అడ్డంకులు కల్పించినా చివరికి బాధితులు సత్తా చాటారు. కాంగ్రెస్‌ అభ్యర్థికి చెమటలు పోయించారు.
• ఇపుడు లోక్‌సభ బరిలో..: సెజ్‌ చట్టం రూపొందించిన పార్లమెంటులోనే మా బతుకుల సంగతి తేల్చుకుంటాం..రాష్ట్ర ప్రభుత్వం పేదల భూములను తీసుకొని పొట్టకొట్టిన తీరును బట్టబయలు చేస్తాం.. ఇదేదో అత్యాశ కాదు.. మా పోరాటానికి ఉన్న బలం..అంటూ సెజ్‌ వ్యతిరేక ఉద్యమ ఐక్య కార్యచరణ కమిటీ నేత మధు కాగుల పేర్కొన్నారు. మహబూబ్‌నగర్‌ లోక్‌సభ స్థానంలో అధికార పార్టీ అభ్యర్థిని ఓడించడానికి 15 మంది సెజ్‌ బాధితులు పోటీ చేశారు. దేశంలోనే అత్యధిక మంది పోటీచేసిన రెండో లోక్‌సభ స్థానంగా మహబూబ్‌నగర్‌ ఉండిపోయింది. కారణం..సెజ్‌ను వ్యతిరేకిస్తూ బాధితులు పోటీ చేయడమే. జాతీయంగా పత్రికల్లో కథనమై కూర్చుంది. రాజకీయ పార్టీల్లోనూ దడ పుట్టించింది. ప్రభుత్వానికి భూ దాహం రాష్ట్ర ప్రభుత్వ భూ దాహానికి పోలేపల్లి, గుండ్లగడ్డతండా పరిధిలో 240 మంది పేద రైతు కుటుంబాలు బజారున పడ్డాయి. 40 మందికి పైగా రైతులు మానసికంగా కుంగిపోయి చనిపోయారు. వాళ్ల ఆత్మశాంతికి ప్రభుత్వంపై పోరాటం చేస్తున్నాం. అంతా ఎస్సీ,ఎస్టీ పేదలమే. మా పొట్ట కొట్టిన కాంగ్రెస్‌ ప్రభుత్వానికి ఓటు విలువ ఎంతో చెప్పేందుకు పోటీకి దిగుతున్నామని బాధితులు ‘న్యూస్‌టుడే’తో చెప్పారు.
• కూలీ పనికి కూడా అక్కరకు రామా..?జబ్బార్‌: పొలం పుట్ర పోగొట్టుకొని కూలీపనికి కూడా పనికి రానివాళ్లుగా తయారయ్యాం. నాకు ఉన్న 54 ఎకరాలు సెజ్‌ పేర ఇవ్వమన్నా బలవంతంగా గుంజుకున్నారు. మా ఇంట్లో 60 మందికి పైగా ఉంటాం. ప్రస్తుతం ఆర్థిక ఇబ్బందులతో కొట్టుమిట్టాడుతున్నాం. ప్రజాప్రతినిధులు ఎవ్వరూ పట్టించుకోవడం లేదు. అందుకోసమే మేమే మహబూబ్‌నగర్‌ లోక్‌సభ స్థానంలో పోటీ చేశాం. ప్రభుత్వానికి వ్యతిరేకంగా మా నిరసన గళాన్ని వినిపించాం.
• కందులు, ఉల్వలు ఊహలకే: కుర్మయ్య: నాకు ఉన్న ఆరు ఎకరాల పొలంలో కందులు, ఉల్వలు, జొన్నలు పండించుకునే వాళ్లం. నా భూమిని చూస్తే అవే గుర్తుకు వస్తాయి. పచ్చటి మా పొలాల్లో సెజ్‌ల పేరుతో ఫార్మా కంపెనీలు పెట్టారు. భూములు ఇవ్వమని తేల్చి చెప్పినా ప్రభుత్వం బలవంతంగా లాక్కుంది. మా ఇంట్లో వాళ్లను ఎవ్వరిని కూలీ పనిలోకి తీసుకోవడం లేదు. ఉపాధి పోయింది.. మా సమస్యను చట్టసభల్లో వినిపించడానికే లోక్‌సభకు పోటీ చేశా.
• సెజ్‌పై సమరం…సత్యమ్మ: మా ఓట్లతో గెలిచిన నాయకులు మా సమస్యల గురించి పట్టించుకోలేదు. ఇక మా సమస్యను చట్టసభల్లో వినిపించాలనే ఉద్ధేశ్యంతో లోక్‌సభ స్థానానికి పోటీ చేశా.. నాకున్న నాలుగు ఎకరాలు లాగేసుకున్నారు. కట్టుకోవడానికి బట్ట..తినడానికి తిండి లేకుండా ఉన్నాం. పొలం ఉన్నపుడు దానిలో కందులు, జొన్నలు, మిరప పండించుకునేదాన్ని. కిరాణంలో నూనె, చిన్నచిన్నవస్తువులనే కొనేదాన్ని..ఇపుడు అన్ని అంగట్లోనే కొనాల్సి వస్తుంది. కూలీకిపోయి సంపాదించుకుందామన్న ఎవరూ పని ఇవ్వడం లేదు..కాంగ్రెస్‌ ప్రభుత్వం చేపట్టిన సెజ్‌లకు వ్యతిరేకంగా పోరాడుతున్నా..ఇంకా పోరాటం చేస్తా
• పిల్లలు పస్తులుంటున్నారు..జంగిలమ్మ: ఉన్న పొలం పోగొట్టుకొని మేమంతా నడిరోడ్డు మీద పడ్డాం. మా పిల్లలు పస్తులుంటున్నారు. ఏ ప్రజాప్రతినిధి వచ్చి మమ్మల్ని పలకరించిన పాపాన పోలేదు. కనీసం మేము చెప్పినా వినలేదు. ఎనిమిది ఎకరాలు సెజ్‌లో పోయింది. మా ఆర్తనాదాలను పార్లమెంటుకు తీసుకెళ్లాలనే మహబూబ్‌నగర్‌ లోక్‌సభ స్థానానికి పోటీ చేశా..

Registering protest: Pollepally SEZ victims who contested as independent candidates engaged in discussion after polling at Jadcherla. -

POLEPALLY (Mahabubnagar Dt): Victims of Polepally Special Economic Zone whose lands were acquired at low prices for setting up a pharmaceutical SEZ in Jadcherla constituency of Mahbubnagar district are planning to go to New Delhi on the day the new government is be sworn in.

The victims already drew national attention by fielding 15 among them as independent candidates for Mahabubnagar Lok Sabha seat, making it probably the only constituency with so many independents in the first phase. And, they want to make the new Prime Minister realise their plight and ‘do something to remedy the loss incurred with no fault of theirs’.

The 350-odd families voted en masse for their candidates but, casting 2,400 votes on the electronic voting machines was not an easy affair for villagers, mostly illiterate.

New to EVMs

Troubled as they were to identify their candidates’ names in the EVMs, the victims were, however, committed to continue their struggle as assurances given to them like permanent jobs and house sites are hard to come by. “It is not just our vote.

People from neighbouring villages also voted for us and this vote is all set to tilt the balance,” G. Ravindra Goud, one of the contestants said.

What about the choice of the villagers as the election was held simultaneously to Jadcherla Assembly segment? “They may have different affiliations, but our people we firmly believe have not voted for the party which created so much of trouble for us,” B. Lakshmamma and Rangavva, two other candidates said hinting at the trouble in store for Congress candidate Mallu Ravi in the fray.

Polepally poor contestants who are moving village to village without any resources and fleet of cars and bags of money are asking why these parties did not fight for them, why they kept silent on the killings and why they have not stopped the SEZ atrocities.
 
Polepally people say they are contesting today because these political parties have abandoned them. You have ignored our deaths, you have left us to the pack of SEZ devils, you have forgotten that we are part of Palamoor and that Palamoor killings are part of Telangana tragedy, because you have forgotten that we are people and you have seen us as mere voters to fill your ballot boxes. Because you failed us, we are contesting now
 
Did any of the politicians, intellectuals, activists and revolutionaries find ever an auspicious time to visit Polepally earlier?

మా బతుకులు మా సావులు వోట్లకు తప్ప పనికిరాకుండ అయిపాయె. గియ్యాల వొస్తిరి మా ఊరుకు, మా వొట్లడగబడ్తిరి. ఎందరికని ఎయ్యాలే? ఎవ్వనికెయ్యాలే?
ఇక్కడ పీనుగలు లేవు. దేశం మమ్మల్ని సంపుతాంది. దేశంల ఉన్న దొరలందరు పోలేపల్లిల చేసిన హత్యలు ఇవి. 

రాజ్యాలు మారినంక, రాజులు మారినంకనె మా ఊరు గోస ఇంటమంటిరి. మాకున్నయన్నీ పాయె. మాకున్న వోటును గూడ మాకొద్దనబడ్తిరి. ఉన్నయన్నీ దోసుకున్న దెసంల మా వోటును కూడ ఒదులుకుంటె మమ్మల్నెవ్వదు కానుతడు. మా బతుకుల్ని మా సావుల్ని కాకుండ మా వోట్లనె సూశేటోనికి మేమెయ్యం. మా వోటు మాకే ఉండనియ్యుండ్లి. గదొక్కటన్న మిగలనియ్యుండ్లి.

ధర్మాత్ములయితె మా వోట్లని కాదు మా బతుకుల్ని సావుల్ని సూడుండ్లి. ధర్మాత్ములయితె మా తోని ఉండండి.

They are displaced farmers and they know that their chance of getting elected is very remote. Yet, they have entered the electoral fray.
As many as 15 farmers of Polepally village in the backward Mahabubnagar district of Andhra Pradesh have filed their nomination for the Mahabubnagar Lok Sabha constituency as independent candidates for the coming general elections.

Their purpose is to draw people’s attention to their plight and also of all others whose land have been acquired for setting up a Special Economic Zone. Of course, this is not for the first time that the unlettered and apolitical farmers are contesting the elections. They had done so in the by-elections held in May 2008. Thirteen of them contested for the Jadcherala assembly segment, which comprises Polepally. They together garnered over 13,500 votes and all of them forfeited their security deposits.

They were, however, happy at the outcome as they could draw the attention of the people of the state to their prolonged struggle against the SEZ. This time, they want to draw the attention of the country.

The farmers’ problems started in 2003, when the then Telugu Desam Party government identified 969 acres in Polepally and Mudureddypally villages for setting up the SEZ. In 2005, the Congress government enforced the proposal leading to displacement of around 350 small and marginal farmers. Nearly half the land acquired was assigned land belonging to dalits and tribals.

According to farmers, their compensation ranged from Rs 18,000 to Rs 50,000 per acre depending on whether it was an assigned or patta land, while the market price stood at around Rs 20 lakh an acre.

The farmers were against the SEZ from the beginning. In 2003, they blocked the Hyderabad-Bangalore national highway in protest against land acquisition. The next year, they staged a demonstration before the state Legislative Assembly. A Polepally SEZ Vyathireka Aikya Sanghatana (Alliance against Polepally SEZ) was formed and the struggle continued.

Meanwhile, 200 acres in the SEZ have been earmarked for pharmaceutical companies, where Hyderabad-based Aurobindo Pharma Ltd and Hetero Drugs Ltd are setting up their facilities.
