HYDERABAD: The Andhra Pradesh Industrial Infrastructure Corporation (APIIC) has said that the free or concessional allotment of land to certain industries was a conscious decision made on sound reasoning.

In a clarification here on Saturday in response to the observations made by the Comptroller and Auditor General of India, the Executive Director of the APIIC said that the State government issued orders for the allotment of land on a lease amount of Rs. 1 to M/s Brandix, a Sri Lankan multi-national company, as the project was intended at generating employment for 60,000 persons. He said that it was a conscious decision to promote a hitherto neglected sector of manufacturing in the State. He further said that the previous Government allotted land to software companies like Microsoft, Kanbay, Amazon, etc to create an IT cluster in Hyderabad, which was also commented upon in the CAG report. On the observations regarding growth centres in Jadcherla and Hindupur, the Executive Director said that permission was accorded for the establishment of special economic zones (SEZ) in the backward areas with a view to giving a boost to the industrial activity, which was the “ultimate objective of the policy of Industrial Growth Centres” as envisaged by the Government of India.

The SEZs would also support several small scale industrial units through the export-oriented manufacturing activity planned in the respective SEZs.

In order to relocate polluting pharmaceutical units from Hyderabad, a special concession rate was negotiated by the State government for members of Bulk Drug Manufacturers Association in the Pharma City, Visakhapatnam.

The decision was taken to expedite relocation of the pharma industry in the Pharma City, which was important for the prevention of pollution, as directed by the A. P. High Court/ Supreme Court.
