CAG Twist in Polepally SEZ Land Acquisition

The Comptroller and Auditor General’s report for year 2007 has severely criticised the Andhra Pradesh state government for misleading the central government with respect to the Polepally (Jadcherla) Pharma SEZ. The report validates the claim of protesting Polepally farmers that the state government has not acted in a transparent manner in land acquisition for this SEZ.

Andhra Pradesh Industrial Infrastructure Corporation (APIIC) acquired about 1000 acres of farm land from farmers belonging to Polepally and neighbouring villages. The acquisition costs were put at Rs7.11 crore. Of this Rs.6.45 crores was a grant from central government and APIIC contributed Rs 45 lakhs as its share.

The report mentions that the state government has received funds from the Union Goverment for developing an ‘Industrial Growth Corridor’ and later allotted the acquired land to a formulations SEZ.

The report clearly states that this was ‘a deviation from the GoI guidelines since the GoI grants were meant for growth center but not for setting up various SEZs. In view of this deviation, utilization of the grant was not in order.’

The CAG report also recommends that ‘The grant of Rs. 6.45 crore received from GoI thus requires to be refunded’.
